I like it! Avoiding change seems to be a really time consuming activity for some people in IT it seems. Of course it can be justified through the governance issues you talk about, but it also seems to be a matter of being too close to the problems as well - the old 'can't see the wood for the trees' issue.
Sometimes it just takes an outsider, with careful attention to organisation culture and developing buy-in from stakeholders, to show that innovation is not such a bad thing.
I worked on a system for DWP maybe 9 years ago as one of my insights into the type of organisations you lead technology in. It was both ahead of commercial companies in some ways and behind them in others. It seems that you probably have an interesting challenge on your hands in your current role!

I suppose all organisations have interesting challenges in their own ways. But I agree the DWP is ahead in some ways, and behind in others.
